Proposal/Bid Preparation

Stellar Research Services recognises that writing good-quality, effective proposals is a time-consuming and labour intensive process. Since proposals are always speculative, this effort represents quite an investment, especially for a small-to-medium business. Unlike, prime defence contractors, small businesses and academic institutions do not have dedicated resources and ‘bid codes’ ready to cover the work.

Stellar Research Services will take the lead on writing the proposal and will also compose the commercial proposal, with adequate input from the partners. There is no charge for this service since Stellar Research Services only takes on proposals which have a high likelihood of success.

Programme and Project Management

“Following a short and effective pitch at the Grand Challenge networking event, Blue Bear Systems Research Ltd asked Dr Julia Richardson of Stellar Research Services Ltd to build a team and subsequently compile a bid appropriate to meeting the UK MoD “Grand Challenge”. Julia worked very hard in speaking to and assessing prospective team members from academia and SME’s through to the large defence contractors. The resultant team, “Team Stellar”, under Julia’s management, successfully developed and bid the “SATURN” solution. Julia is now managing the Team Stellar development programme and this has already made significant strides in just the first quarter with the development and trials of a number of system and sub-system components; this progress is due to Julia’s excellent programme management and people skills allied to the unique blend of skills, enthusiasm, technologies and personalities present within the team. It’s a perfect mix!”

MoD Grand Challenge / Team Stellar

In February 2007, the Mod announced the Grand Challenge: to design an autonomous system to detect, identify and locate a range of threats in an urban environment. Stellar Research Services recognised that a bespoke consortium was required and spent 2 months putting together a unique and effective team, Team Stellar. Stellar Director Julia Richardson led the proposal preparation phase and the proposal for SATURN (Sensing and Tactical Urban Reconnaissance Network) was delivered to the MoD in early May 2007. Out of 23 proposals, 6 were fully funded – Team Stellar was one of them. The project, managed by Stellar Research Services, is now underway.
